In 2-quart saucepan, cook rice in water as directed on package.
Meanwhile, in 12-inch nonstick skillet, heat oil over medium heat. Stir in onion, bell peppers and chiles. Cook 5 minutes or until slightly tender, stirring occasionally. Stir in all remaining ingredients. Cook until mixture boils. Reduce heat. Simmer uncovered 20 minutes or until mixture thickens, stirring once or twice. Serve over hot rice.
Tip: If you prefer, you can substitute plain white rice for the brown rice.
